The report furnished on the 10th November,

was written after nine months experience, when it had

become clear, that the work could not be permanently

performed, at what had been previously described as,

'close on breaking strain.* Both reports referred

solely to the Hong Kong Post Offices.

4. The Postal Agencies in China are established

at the Consulates, the Agents being Consular officials

receiving small salaries; there is no charge for Office

rent, but all other expenses for clerks post and

boatmen kc, are defrayed by the General Post Office,

Hong Kong.

Shanghai is a Post Office with a Postmaster

and staff, Portuguese and Chinese.

6. All the above mentioned are under the control

of the Hong Kong General Post Office, and in a report

furnished last year it was shown that the nett profit

to the Hong Kong Government from the Shanghai Post Office

and the Postal Agencies in China was about $30,000 annually
